Default Borders on my notification area icons

Was just wondering if anyone has a problem like this before. I have a system that causes borders to appear when selecting notification area icons [1].

First row: If the clock is the last entry, move the mouse to any icons in notification area and borders will appear briefly.
Second row: If task manager is the first entry, move the mouse to any icons in notification area and borders will appear briefly.

Any solutions to this?

That's not a problem. It's a feature.

It occurs when the tray icon bar is focused. If the taskbar is the active
window, pressing the TAB/SHIFT+TAB key will change the focus on its
components. The component can be: application bar, tray icon bar, or clock.
Pressing the arrow keys will navigate the focus to the subcomponents. If the
application bar is focused, pressing the arrow key will focus the other
application button. If the tray icon bar, pressing the arrow key will focus
the other tray icon.

Changing the active window to other than the taskbar will remove the focus
and remove the striped rectangle outline. If the outline still stays, it'd
mean that something else is interfering (e.g. third party software). To fix
it, focus on it and out of it using the above method.

Hi JJ.

Here's the corrected paragraph.

"If the tray icon bar is focused, pressing the arrow key will focus the other tray icon."

On my main rig, borders stay when selecting system tray icons. I think the graphics card I'm using (NVIDIA GeForce 7050/nForce 610) is interfering with this.
On the XP Turkish virtual machine, there are no borders when selecting system tray icons.

How do I get rid of the borders appearing briefly on system tray icons so it behaves the same as in virtual machine?
