Default Disabling W7's Application Experience service doesn't let me delete EXE files.

Hello.

Recently, I noticed I was having problems deleting my EXE files from my
updated 64-bit W7 HPE SP1 desktop PC's SATA HDD. After scanning,
chkdsking, etc. without any infections and problems, I finally found out
it was caused by "Application Experience" service that I disabled to
avoid its annoying telemetries. https://superuser.com/a/521349 confirmed
it too.

Does anyone have this issue too with their W7 systems? I couldn't
reproduce this in a VM.

I've never noticed it but I seldom install or delete "exe's" from the
boot drive. On my secondary drive there's no issues I've ever noticed.
