Default "all programs" missing from start menu

Hi!

When I press the start button at the bottom of the box
that pops up it usually say "all programs" where you can
navigate to all of the programmes on the pc. This has
suddenly disappeared & I cant access any programmes at
all. I cant do a system restore because that appears to
have been wiped as well.

Please help!
