How do I turn off automatic updates ?

How do I tell Windows an app does not need permission to start every
time after a boot ?

Web based forums are like subscribing to 10 different newspapers
and having to visit 10 different news stands to pickup each one.
Email list-server groups and USENET are like having all of those
newspapers delivered to your door every morning.

There's a tick box in the picture here for that.

But you have to be looking over your shoulder.
Even my little method isn't immune to override
(when the 1803 upgrade comes in eventually).
The thing is, if you use OO_Shutup10, MS is under
no obligation to not "break" that application.

This is one of the disadvantages of a rolling distribution.

For some softwares that "work against the grain" like
YoutubeDL, the developer has to update it daily
to keep on top of "changes" by the company the
developer hopes to "defeat". YoutubeDL supports
a large number of source sites, and the name is a
bit deceptive in that it isn't only for Youtube.
The developer as a result, ends up quite busy.

I posted this last on 3/27. There are variants but it answers your question
about turning off updates.

Note: If your update process is already borked - meaning it has corrupted
database or other problems, the Windows Update Service entry will most
likely show that the service is running but it will show grayed out when you
try to disable it following the steps below.

To be clear, this procedure was found on a TechNet forum where it was also
discussed that just disabling the service will not stay disabled - hence the
need to change the local user account.

Again - there are other ways but short of using someone's batch file or
program of unknown origin, these are steps you can safely perform and return
back to normal without trying to change protected files. Try it - if you
don't like simply find a different method.

This works for Home and Pro versions whether they are 32 or 64 bit, Retail,
OEM or an Upgrade:

Steps to *Stop* the Windows Update service:

1. Enter services.msc in the Search box to get to the Services window

2. Scroll down to "Windows Update" entry and double-click on it.

3. In the Service status section - click on Stop to stop the service

4. In the Startup type: Set Windows Update entry to "Disabled"

5. Select the "Log On" tab on that same window and click the radio button
for "This account:" and then enter .\Guest (period backslash Guest) and
make sure the password is blank. Click Apply.

6. Acknowledge the message that .\Guest has been assigned to the logon
credentials.

Done

Steps to *Start* the Windows Update service:

To answer the 2nd question.

Type User Access Control into the Search bar and follow the instructions to
lower it or turn it off. That will stop the notifications that warn you an
app is trying to open and/or make changes to your computer. So be aware
that if some app in the background tries to make a change you will not be
notified so you can stop it.
