Unable to change User picture after installing several updates and

I am doing a fresh reinstall of Windows XP Media Center Edition 2005, which
required me to do a huge updating process and it updated to IE7 and WMP11,
among other things. The problem is, I clicked in the user account control
panel and it froze after selecting change display picture? Is there an
alternate way to change it? How do I fix this if this isn't supposed to
happen?
