It's apparently a driver that comes with your laptop. You could go to the laptop makers site and find the driver. You won't get any details of note. They never explain the tech side, in driver release notes. That would be unheard of. Useful, almost. The "collaborative" implies software interacting with hardware. Apparently ACPI version 5 standard has some added feature. The driver in the OS, can talk to an ACPI object defined by the BIOS, and it is possible for the OS to ask for the frequency or power of the processor to be adjusted (for some reason). There are so many of these power saving or power wasting features, your eyes glaze over after a while. If you were curious, copies of the ACPI spec are readily available. Download version 5, and try and find whatever "standards named" feature this is, that maps to Intel CPPC. The doc was around 500 pages at one time, but by now it's likely to be the size of Tolstoy's War And Peace.
