Default Make installed application available to standard user

As an administrative user, I installed an application. The application
runs fine for that user, but is not available to the standard user that
will actually use it. It does not appear on the start screen, and typing
its name while at the start screen finds no application with that name.

How can I make this and other applications available to standard users
other than the user that installed it? And what would best practice be
for future application installations?

The decision to make an application available just to the installing user,
or to all users, is under the control of the application installation
program. If the setup program didn't configure the application for all
users (this might be a checkbox in the installer dialogs) you'll need to ask
that question of whoever sold you the application.

Does the vendor support this version of the application under Windows 8?
It's possible that it was designed to be available to all users, but
something in the Windows 8 interfaces broke the installer's logic. This is
a especially possible if the application wasn't supported under Vista;
recall that significant directory structure changes were made between XP and
Vista.

You may be able to manually give all users the ability to invoke the
program, but it's possible that some critical Registry settings were made
only in your profile, and the application will misbehave if invoked under
another userid.

When you installed the program, did it ask "install this program for only
you or all users"?
Maybe you didn't see the message when you installed the program.
