Default change Font types allowed?

In win8, the ability to change font types for the "windows" display;
only the font size change were allowed.

Did win10 go all the way to copy apple in removing one ability to
change the "system" font sizes also?

Or did win10 goback to win7 where we can change font types for
the different elements of a window, including the font & color
of the desktop icons. Some of us are more visually challenged than
others, especially on high resolution large monitors & white isn't that
visible for the desktop's solid color of choice.

I think you can change text size in Control Panel\All Control Panel
Items\Display
