Default Upgrade politics

Then we must wait 1 year to have Windows 10 Full version in DVD? Many people have Windows 7 on older hardware. I believe those will not want to upgrade. Windows 10 upgrade makes sense for people who have Windows 8 machines with latest hardware. So people will maybe buy new machines to run Windows 10. And that's OEM version, without backup. That's why I want Full version DVD, to install as many times I need.
