Unable to use links in email:

I'm running W7 on my generic laptop at home, and without any changes instigated by myself, have the following situation appearing:

When I click on a link in an email, the following message appears;

'This operation has been canceled due to a restriction in effect on this computer. Please contact your system administrator'.

Are you able to assist in resolving this?
