Default security center is unavailable

Help, I've been chasing this for about a week with no success. Found other's
with the same problem but the solutions don't work for me. Hoping someone
here might know the answer.

-- In the Security Center, I am getting the message "Windows Security
Center is unavailable ........." I've done all that was suggested there,
seems to work until I reboot, then the same problem. Services shows that the
Security Center is running, but the Security Center app doesn't think it is
until I re-start the service.

Running XP pro SPK3. AVG version 9.0.725 anti-virus, Comodo firewall &
Defense+ version 3.13 all up to date. I also use Ad-aware, Malwarebytes'
Anti-Malware, and Spyware Blaster (all Free Editions, so no realtime apps
running).

Thanks for any tips you might be able to part with.

I take it you got the same problem?

-Restart the service....made a lot of people happy.
-Stop the service, reboot, restart the service...fixed for one, IIRC.
-Some versions of Norton NIS disable Security Center....for some.

I've tried all the above (don't have Norton)....nothing helped.
