Disappearing taskbar

Default Disappearing taskbar

When my new Dell Inspiron 1100 notebook goes into
hibernation (or the hard drive shuts off after a certain
amount of time) when I start it up again by logging in
the taskbar at the bottom is gone. No taskbar.
The only way to get it back is reboot using the control
alt delete method.
Dell gave me 2 files to download but these did not fix
the problem.
Help please?
