Default Windows Firewall Scope not rejecting other ip addresses

Hello, I have a server behind a firewall with a pinhole in to one port. Since
the hardware firewall does not support rules limiting the source ip address
to the single host that I want to have access, I added that host to the scope
for the exception, but it still appears that I can connect from any system to
that server.
