Default hard drive part. unusually full

here is my situation. i have my hard drive partitioned 1 1/2 is about 19+ GB
the other with 18+ GB with a 1 GB swap part. the 18 GB is my windows OS & out
of that 18 GB i only have 3 GB to use. I know in the past I backedup my
system on my hard drive, not knowing what i was doing. Later on I did a
reinstall of the Windows OS. I think I may have done it without getting rid
of the old system. The reason i ask is because when i explore my system & all
the properties they don't come anywhere neer 18 GB.

Is their any hope or should i reformat that partition
