can I turn of XP Pro help "bubbles"?

Default can I turn of XP Pro help "bubbles"?

Is there a way to turn off those little beige "help" bubbles? I mean the
ones that that say "new program installed" or "you have unused icons..." I'm
using XP Pro.

Hi Tracy,

D/load and run Doug Knox's Disable Windows® XP's Balloon Tips:
http://dougknox.com/xp/scripts_desc/xp_balloontips.htm

You may receive a warning from your Antivirus program regarding the .vbs
file possibly being an unsafe or malicious file.......there is nothing
malicious about Doug Knox's .vbs files, they are safe to d/load and run.

You could download a copy of Microsoft's powertoys, including the
brilliant TweakU. You can disable the balloon tips as well as change
things to your taskbar. mouse, desktop etc. Check it out, and download
