Default System Properties Memory Incorrect

My new HP Pavilion zv5240ca laptop came with 512mb RAM (2 256mb cards), and
that's what shows up in the BIOS. Control Panel - System Properties shows
384mb RAM, and so does Task Manager. Is this a Windows issue or an HP
issue?

OS is XP Home, SP2 with all patches.
