Have you installed any new programs recently ? (I had an
identical problem with two Win XP computers, after my bank
persuaded me to download and install the Rapport anti-phishing
software package).

If you have installed a new program, I suggest you try to re-boot
into safe mode. Then, go to Control Panel | Add or Remove
Programs - and try to remove the new software.

Otherwise, re-boot into safe mode. Click on Start | All Programs
| Accessories | System Tools | System Restore. Try to restore
your computer to an earlier date (i.e. a date before the problem
occurred).

try opening up the
task manager,

ctrl alt del

then under processes
kill explorer.exe

then under applications
launch new task:

explorer.exe

if the above pans out,
then the issue you are
having is that the registry
is not loading up.

This is a fairly common issue and symptom of malicious software. The
malicious software wants to make it difficult for you to find and
remove it, so you can usually just outsmart it.

Do you only see your background image?

If this is the case there is generally malicious software afoot.

You need to get your desktop working, then you can resolve your
potential malware issue.

From your background image, press CTRL-ALT-DEL and open Task Manager.

Look at the Processes tab and if the explorer.exe process is not
running that is why you have an empty desktop.
explorer.exe is the process that needs to be running to display the
taskbar, Start menu, desktop icons, etc

In Task Manager, Click File, New Task and in the box enter:

%windir%\explorer.exe

Click OK and see if you get your desktop back.

If explorer.exe is already running, it is likely the object of some
affliction and may need to be replaced (not hard).

It explorer.exe is already running, End the Process anyway and launch
a new one as indicated above.

If you do get your desktop working and can get on the Internet, do
this:

Perform some scans for malicious software first, then fix any
remaining issues:

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpywa (SAS): http://www.superantispyware.com/

They can be uninstalled later if desired.

Report back your findings for what to do next.
