Cannot change from static IP

Default Cannot change from static IP

Whenever I try to change the static IP on my computer, Windows Explorer
fails. I tried to install service pack 2 and get a failure on Netshell.dll
(unable to copy file). I was able to get the updated file from another PC,
but when trying to copy, I get a message that the file is in use. I was
able to bypass that file an finish the update. If that file is the problem,
how do I repair?
