Default MS Fax Console

My phone has an automatic voice mail (VM) service that picks up at a
prearranged number of rings. The MS fax console also has the same option. Is
there a way for the fax console to differentiate between a voice call and an
incoming fax? If not, the VM will pick up disallowing the fax console to
receive an incoming fax, or the fax console will pick up disallowing a voice
call. Is there a setting/configuration that will allow faxes when one also
has a VM system?

No. You'd need to install a device on the line that can discriminate and
route fax calls.
