Default Dismount drive

Trying to format my C drive and it refuses because it can't unmount drive.
"in use by another process" It then offers to dismount drive but isn't
successful.

Appreciate any advice

Default Dismount drive

Stand in the middle of a 4x8 sheet of plywood. Then, try to pick it up.
Can't, can you? Then why should you be able to format the windows partition
while you are in windows?
