my Windows XP Pro does lists my DVD-ROM/R/RW drive as a DVD-ROM not as RW

there is an article in Microsoft Knowledge Base Article -
821578 that descrivbes this problem but does not let you
download the fix.

because windows xp came with my Toshiba, Microsoft on-
line support page sends me to Toshiba. Toshiba send me
back to Microsoft.

where can I download / get through to Microsoft to get
the patch?
