Default BUG: OE messages are cut off on XP SP2

I have installed SP2 on my Windows XP system and now I have
a problem with Outlook Express. Some of the messages are cut
off before they are sent or saved.

The affected messages are in HTML containing mostly non-Latin
characters (Chinese, Cyrillic, etc.). I always set the correct
encoding and this behavior of OE does not depend on it. The
issue always occurs with long messages, however, the size of
the messages after they have been cut off is fairly random
(sometimes it is 25 kB, sometimes it is 120 kB).

I would like to emphasize that the issue is *not* with
network servers (cf. KB291019). The messages are being
cut off *before* they are sent/saved/digitally signed etc.
The version of the program is 6.00.2900.2180
(xpsp_sp2_rtm.040803-2158).

The present workaround is to send information as an attachment
or to use plain text format.

I have found a workaround solution to the problem.

Go to the menu Tools, Options, tab Send, Mail Sending Format,
button HTML Settings and select Encode text using: Base 64.

I had the same problem with long Hebrew messages. The suggested solution
worked fine for me.
