Task Manager Inaccurate Still

Default Task Manager Inaccurate Still

Even today when I just tried running MalwareBytes, Avast and
SuperAntiSpyware scans at the same time (yes, I know it's somewhat frowned
upon) my Task manager was showing 100% CPU and 50% (4 GB out of 8) of memory
and only around 6% was app use, according to TM.
Around 15 entries showed a little cpu use (MBAM was highest with 3.5%) and
all the rest only added up to around another 2.5%. After MBAM finished, the
usage dropped dcwn to about 50%a and after all were finished, it went back
down to about 1 %.
Does anyone know how to fix this (I got the Oct Update , 1809 and install
date of 11/04/2018, by going through "Check for Updates"). That damn update
did other bad things to my USB wired mouse and my audio drivers.
A restore point is useless because that 1809 update deleted all restore
points and shut off System Restore.
I have TM checked for 'More Details'. I run Win10 Home 64bit with 8GB of
ram.
I have searched some on the Internet to fix this issue and even tried MS
'fix' which would not work.

I finally found KB446445 and installed the build 17763.104 and it fixed my
TM problem. I guess a newer build 17763.107 is released to the 'Slow and
Release Preview' rings and it has a couple more fixes.
Hopefully it will be released to the general population in the near future.

Just for the record, you had a short interval of time
to roll back the 1809 update.

For as long as you have a C:\Windows.old , that means
rollback is possible. The OS will automatically delete
that. At first, autodelete happened after 30 days.
Today, autodelete is around 10 days. That means when
you spotted trouble, you had ten days to roll back.

Chances are, you're past 10 days, and C:\Windows.old
is gone.

System Restore must be enabled by the user. System
Restore is handy for rolling back Cumulative Updates perhaps.
It does nothing for an OS Upgrade, because SR is switched
off during an Upgrade, and instead, C:\Windows.old contains
the old setup. It contains *more* than just C:\Windows, it
also has some Program Files entries of some sort.

Do you have a spare hard drive ?

You can install a clean OS and see whether Task Manager
behaves properly. You switch back to your current
drive, when you want to get some work done. Doing
a clean install is purely to see whether it's a hardware
issue.

I can't see how this would be a hardware problem, but
some test installs may help you triangulate the situation.
And determine how much weirdness is present.
