Arrow SAM is encrypted; But : how can I access it and decrypt it

The SAM is encrypted to prevent exactly what you are trying to do,
I noticed that there is a SAM key in the Registry and I cannot access it. I hear this is where Windows keeps all the passwords (encrypted). If this is so, how can I access it and decrypt it.
