Default dhcp

Every time i shut down and restart my computer I have to
dissable dhcp cliet services and restart it to get on the
internet. My ISP said its the computer the people at HP
said its a problem with the Windows instalation I have if
I try to just start dhcp without disabling it and
restarting it I get a 1053 error. Does anyonje kknow
what i can do to fix this problem
