Default Microsoft message analyser

I've been trying to download it but without success - just won't start.
I've disabled adblock/ghostery, tried 32 and 64 bit versions. Any
ideas, anyone?

The old 1.0 version got archived. Are you downloading the one below?

All the files they detected as applicable to my version of Windows (7
Home Edition, 64-bit) downloaded very quickly. I used IE11. Your list
of add-ons indicates you are using Firefox (but you didn't identify your
web browser which is obviously involved in the download). See if
running your web browser in its safe mode eliminates interference by any
add-ons you install for your web browser.

Have you tried disabling your anti-virus program (since it may
interrogate web traffic) and a 3rd party firewall.
