Microsoft WSE 3.0 X509 Certificate Tool

I have been trying to install WSE 3.0 on my system but keep getting the error
message that " Microsoft WSE 3.0 X509 Certificate Tool has encountered a
problem and needs to close. We are sorry for the inconvenience."

I have an XP Pro 2002 service pack 3, Intel Core2 Quad 2.66GHz, 2. 96MB ram
and plenty of hard drive space.

Has anyone been able to get this installed so that I can use other
applications requiring it?
