Default "What's New in Mail and Calendar?" Won't Go Away

Wife is running version 1703, and has been using the Windows 10 Mail
application that came with the machine. It's been running fine for over a
year. The last update in Update history is sometime this October.

Now, when she launches Mail, Mail launches but then is immediately followed
by this popping up and remaining on the screen:

https://postimg.org/image/4vy4jifcln/

Both links on the image are active, and go to Microsoft sites.

However, this image won't go away, and she can see Mail opened in the
background, but she can't get to it. She can use all other
programs/functions of her laptop, though, even as this thing stays open in
the background.

I have Thunderbird also installed on her machine. I thought this thing may
be an email, but it's not in Thunderbird email. I guess it's some crappy ad.

Any ideas?

Take a look through this article. The article is dated Mar.9, 2017,
and it might even cover your release of OS.

One of the setting there, accounts for these inappropriate advertisements
on her machine.

Solved, rather fixed, after doing this:

Every concievable notification and app serving ad was, or is now,
disabled. Still no luck.

System Restore was useless, even though there was a restore point prior to
this unstoppable nag.

Not wanting to delete the Mail account and rebuild, I found:

SettingsAppsApps & FeaturesMail & CalendarAdvanced OptionsReset

"This will permanently delete the app's data on this device, including
your preferences and sign-in details".

Before clicking Reset:
App: 0 bytes, Data: 1.12 GB

After clicking Reset (but before launching Mail):
App: 0 bytes, Data: 80.0 KB

I then launch Mail:
A sort of "Hey, how ya doing" screen appears, with soft floating clouds in
the background, with a window showing wife's account email, Add an account
button, and an Inbox button. I clicked the Inbox, and all was as before.
No lost email, settings, etc.

I went back to the Reset location to see changes in size after
relaunching: App: 0 bytes, Data: 12.5 GB

Thanks.
