Default V1709 update?

My main machine has not received notification about this "1709
update", though my other machine has and has installed it without
trouble.

Should I just wait to get a notice and are these notices related to
the size & complexity of the main machine's content?

these update by Manufacturer, CPU, RAM and Disk size.

I know that when I tried to update my tablet at the same time my laptop
and desktop both with fast CPU's and lots of memory, I had all kinds of
trouble. When I waited for notification with the next update, it went
with out a problem.

Could be blocked on video driver.
Is your video driver still "supported" ?

What I'm finding, is an AMD "updater" starts to run on my
machine, *before* an OS upgrade starts. Even though my
video card is out of support, and I just end up dismissing
the updater, unused.

The other possibility, is it's blocked in order for
Microsoft to spread the load caused by downloads. But,
I don't believe that for a second. Some other download
activities seem to be less frequent lately, and I suspect
they have plenty of bandwidth to do these. So that's
probably not it.

That's not exactly correct.
MSFT pushes the updates down in a stage deployment to devices(with any given
possible hardware or manufacturer) most likely to have the least amount of
problems by prioritization of in-house testing, availability of functional
drivers, and telemetry collected from devices using the prior and Win10
current version/build.

Even based on the above, some will succeed and some will still fail.

You can start the process yourself by going he
https://www.microsoft.com/en-us/soft...load/windows10
and click the update button. It will download an "installer" onto your
computer (save it onto your desktop), then click that and the update
will start. Took about 4 hours on my PC, with some long periods of
network inactivity - but if you run Task Manager, Performance tab, you
can see lots of cpu and disk activity going on. There was one restart
towards the end of this. DO NOT turn your PC off in the middle of all
this.

I waited for three days for the download (after being told that two of
my three PCs were "up to date" I used your download site above to
download the upgrades so that I could get the installs done. The
installs updated without any problems.

My desktop updated itself on 11/1, and my laptop 11/5.
My desktop is newer and came with with Win10Home, and the older laptop was
originally Win8Pro and updated to Win10 Insider Preview way back when (I
dropped out of the Insider program a few updates ago when I got one that
totally hosed it. I just wait for the "regular" releases now). I don't know
if any of those facts are a factor in the delays, but the desktop is always
offered updates at least 2 days sooner than the laptop.

My second Windows10 is on the same MB & uses the same video system, so
it will not be that. I'm inclined to wait awhile. In the meantime
I'll play with my SurfacePro4 and try to get the update on that too.
