I have Windows updates configured manually, to just receive a notification.
For a long time I didn't see the updates notification on the task bar so I
got suspicious.
And with good reason it seems. I went to configuration - updates and there
were several "important updates".
Whatever happened with the updates indicator icon on the task bar?

First thing to check, do you have W7 set to show all notification icons?

see:

I was talking about Windows 7...

Right click the start button, left click properties.

select "Taskbar" tab.

in the "Notification" section, click the customize button.

Put a check mark in the box at the bottom of the resultant windows that is
to the left of " Always show all
icons and notifications on the taskbar".

Click OK.

OK, that box was already checked...

You can also try using the Microsoft "Fixit" to reset the Windows 7 update
components.

Afraid I have a problem with Chrome on this (Windows 7) PC.
When I click your link above Chrome starts but the page remains empty. Tried
several times and waiting for minutes but to no avail.
Besides that Chrome does seems to work, for example for reading the
newspaper.

As a test I tried the same link on my notebook and there the page does
appear OK.

Check your SSL/TLS fallback settings. Verify that Javascript is
turned on. I've seen your symptoms here on a different browser
(and still see them), and I suspect tightening of that site to
only accept TLS connections causes that.

I can see the link in question, in Seamonkey. And one of the
differences would be, better TLS support.

To test your browser, generate a report here.

https://www.ssllabs.com/ssltest/viewMyClient.html

Seamonkey (works)

Protocols
TLS 1.2 Yes
TLS 1.1 Yes
TLS 1.0 Yes
SSL 3 No
SSL 2 No

Firefox (really old, doesn't work)
(I disabled SSL on purpose, TLS 1.0 is the best it's got)

Protocols
TLS 1.2 No
TLS 1.1 No
TLS 1.0 Yes
SSL 3 No
SSL 2 No

Mine disappeared also. I thought it might be because of one of the
updates I uninstalled (I uninstalled several). I don't really worry
about it.

I had this; uninstall the following updates:

KB3065987 Windows Update Client for Windows July 2015
KB3075851 Windows Update Client for Windows August 2015

That fixed it for me.

Explorer seems to get wonky over time, particularly if (like me) you
typically hibernate the computer rather than shutting down Windows.

Click the little up arrow and click Customize. Set Windows Updates to
show notifications.

If it's already set that way, restart Explorer. (Kill it in Task
Mangler, then before closing Task Mangler click File*» Run, type
EXPLORER and hit the Enter key.)
