Default Moving Windows & Cortana & Task View to a different position on the Task Bar

I have my task bar set up like most people where the FIRST thing is the
Windows, Cortana, Task View triad.

The second thing is the jump lists (or whatever they're called) and then
the third thing are static icons for commonly used programs (mostly
browsers).

I want to change that order so that the File Explorer Jump List icon is the
FIRST icon (and not the Windows start menu icon).

I almost never (if ever) use the Windows start menu icon.
I use the File Explorer jump list icon all the time.

How can I put the File Explorer jump list icon as the first entry?
