Default Annoying Message at Start Up

This is not an XP problem, but since there is no Windows 7, I'm going to
ask it here. I recently purchased a new computer with Windows 7. On start
up, I got the message that I need to download Microsoft.net framework 2. I
did so, but I continued to get the message. The next time I got it, I tried
to download it again, but got the message that it is already on my computer.
