pulldown menu problem

every time i want to use some pull downs on different
programs like corel, illustrator or any program that have
import when you press to pull down the menu its start
blinking and dont let you pick any option, it present the
menu for less than a second and then hide it again. its
any way this can be corrected any help will be apressiated
