Default Registry Error 1406

Yes, there is a RSL in windows XP.
rightklick on mycomputer on the desktop and choose
Properties. There you'll find a tab advanced.
In there you'll find a button system performance, and then
a button change... on the bottom you'll now see the limit
for the regestry.

I cannot install any more programs! I get the error
message 1406 when it is trying to write the registry
keys. Since this happens when I try to install any
program it looks like the Registry Size Limit has been
hit. But the documentation says that there isn't a RSL
on windows XP. I have administrator privilege and I can
enter keys manually so what gives? Any clues? Can't
find anything in the Microsoft Knowledge Base that seems
relevant.
