Default Windows 8 == Windows 8.1 Free Upgrade

Toshiba Machine: recovered from HD failure. Now what is the minimum
update I need before I can get free Upgrade to Windows 8.1.

The Store doesn't show Windows 8.1 so I believe I need one patch that
can clear this up. I don't want to update all other patches for Windows
8 as I want 8.1 and then other patches.
