Can't stop mouse hover

Default Can't stop mouse hover

It seems your problem is not the mouse hover, but "x-
mouse". Re-install tweak ui, go to mouse/x-mouse, and
turn it off.

done that and still nothing. everytime i restart windows it goes back to
"on"
