Another question on folder commenting

Hello everyone!

I am wondering if there is another way to comment on
folders in WinXP without using desktop.ini files?

I would also ideally like it to be a technology that
works with both Win XP and Win 2K.

The problem with the desktop.ini method is that it
requires the folders to be set to read only or system,
which is really a crippling factor for us.

We need to be able to comment on folders for directory
management purposes. If there is no other solution, does
anyone have any quick suggestions?
