Question keyboard and mouse dont load

During a back up, my electricity went, when I turned it back on, the welcome screen came on, but I couldn't use the mouse or keyboard to access any menus, I think the hardware drivers have been deleted, but I have no way of getting to the settings to install.I get the add hardware installation, but cant get them installed.

Since a backup should only read your C drive, it is unlikely that any
drivers got deleted. However, the electronics that connect you mouse
and keyboard may have suffered damage.

If the keyboard is not detected, doesn't XP go into some kind of wait
stat telling you to hook it up and press F1?
