Default Fake shutdown?

What is this I heard (I think Paul mentioned) about Windows 8 not
shutting down completely? After shutting down, sometimes I turn off
the voltage regulator that cuts off all power to the computer. Later
when my computer is turned on, something about the BIOS fails. It
just requires waiting about a minute longer for Windows to start, but
it is annoying. I suspect it's related to the Windows 8 fake shutdown
situation. Is their an easy way to force windows to shut down
normally?

How old is the computer? I'd be more inclined to replace the BIOS
battery anyway if BIOS messages are coming up. Does it loose the date
and/or time?

The comment I made, was with respect to reports of the following:

The installer gets to a point, it need to restart the computer.
It attempts to call some BIOS function, to restart the computer.
For whatever reason, the attempt fails, the computer continues
to run, the restart doesn't happen. Since there is no interface
in the installer GUI, there is no way to do the restart manually.
You'd have to press the reset button or power off.

Based on your description, this sounds like a BIOS issue. Now,
maybe some state bit is set in the Southbridge, suggesting the
system is supposed to come out of hibernation. Turning off the
power, doesn't remove the power provided by the CMOS battery,
so some state information is persistent. Even with the AC power off.

You would need to record the exact error message, to
be able to make progress on it. (I.e. Google it, as well
as posting it here.)
