If you've already configured the machine so that CD boot is a higher
priority than HD boot, then the next step is to make sure you have a
bootable CD. You wouldn't be the first person who unsuccessfully
burned a bootable CD. Try a store-bought bootable CD and see if that
boots, like a Windows installation CD or similar.

Seems like you probably do have it set correctly - try Char's advice
elsethread to see if you can boot to a store-bought bootable CD (like a
Windows installation CD). If so, then the problem is the DBAN CD you
made is not bootable and needs to be re-burned.

Is there another way to access the BIOS where selections and
priorities can be made?

Depends on the make & model of PC. Some have windows based utilities
that can make BIOS settings changes.
