I don't use Windows 8.1, but my wife does, so I added this menu for her.

I've had that menu for ages, along with the classic start menu

Or try right clicking on the start button.

I get really, really, really annoyed by sites like that where music
suddenly starts blasting out.

I see what looks like a Flash video on the right side of
the screen. It's possible the music is coming from there.

I use FlashBlock to control unwanted movie playback when
visiting sites. (Where "movie" can be just an audio track.
My local news site presents some material as audio reports.)

As far as I know, there are ways to play audio without
Flash, but I don't think that concept is very popular
any more. I have one browser, which has neither HTML5
nor Flash, and it's as silent as can be. And the other
browser, which has both HTML5 and Flash, it's silent
until I click the FlashBlock play button.

I agree about FlashBlock. But I use YouTube a lot, with HTML5. Chrome
has extensions for it that allow speed control of the video by pressing
S or D (up or down). Volume control with the mouse scroll wheel while on
the video. And of course other settings. The easy to use speed control
is the funnest.
