Default windows xp set up locked

can anyone please help me i have a dell optiplex 755 my little brother got to
it and i cant log on apparently they locked the system set up and i cant use
the computer at all does anyone know how to unlock system set up without a
password? i really need your help

First thing to try is reboot, TAP F8 at power on/start up, and select Safe
Mode from list of Startup Options.
Log in as Administrator; no password should be req'd..

If that does not work, try at the above link.
Download an ISO file, and make a bootable CD.
Read carefully on how to use it.
