Default Enable to debugger process in .NET 2003

When I'm trying as regular using (not admin) to debug process using IDE from
Visual Studio .NET 2003 (on windows 2003 R2), I'm getting an

Cannot display process List. Access Denied...

I am in the Debugger Users group, but still cannot debug process . I guess
something else is missing. In fact, it could be an installation problem. We
installed Microsoft .NET 2003 standard edition, but I had to uninstall it and
I install after the Pro edition. Do I need to remove the group and re-install
from 0 VS .NET ?
