Default XP Shutdown loop

I recently reinstalled XP and for some reason, whenever I
shut XP down instead of it shutting down and turning off
my computer like it did prior to the reinstall, it now
shuts down and restarts itself. Is there something I can
do to stop this? Thanks for you time in advance...
