Is there any way to make apps always open Full
Screen? They all have minds of their own!

I would search for a Win7 answer, so you don't
get drowned in "tablet mode" answers. Tablet
mode is good for... tablets.

Apparently an application is supposed to remember it was
maximized during its last run.

All I can say about this request, is be careful what
you wish for. There have been people who maximized
Command Prompt, lost all the decorations (so the entire
screen is black), and then couldn't figure out how
to minimize it again. There are some recipes that
will amount to "traps for the unsuspecting".
