It's standard operating practice (SOP) on Win10 Insider,
to delete SoftwareDistribution, before the next OS version
comes in. The install process works better with a clean slate.

Is it safe for the rest of us to delete that directory? Mine has 5G of
stuff.

However, the entries in the log file for today say,

Lots of "FAILURE" !!
If you have 5GB of data in the softwareDistribution that in itself can

cause update failures. Because of the number files the update becomes
confused as to what directory to use. (My understanding not
necesssarily the technical explanation) It will take some time to
clean out 5GB of files, but it will pay off in the end.

As said in a previous post from someone on the MS testing team it is
common practice to clean SoftwareDistribution before installing a new
upgrade. See alt.comp.os.windows-10 Paul Win 10 update failure
0x80070003 8/4/2017 11:31 PM

Personal I learned of SoftwareDistribution about a year ago when I had
an upgrade failing. I don't known how big the folder was but it took
about two hours to clean it out. Because there are so many files you
have to delete in blocks of files. I always turn off the network
connection before starting to delete files, so there is not network
traffic to interfere, or MS updates push on you.

There are files in the Datastor folder that can not be deleted, other
files have to be deleted as an Administrator. Some times after deleting
a lot of files deleted, you may have to check for updates a couple of
times to reset the update system

There is one thing that is not mentioned in any article I have found on
doing this. Before you start, go into the Properties of the recycle bin
and change it so that files are deleted instead of going to the recycle
bin. If you don't the recycle bin will fill to capacity, and it will
appear, things have stop.

When you have deleted the files in SoftwareDistribution, you can change
it back.

After one cleaning it should not be necessary to do it frequently.
However I check periodically and clean SoftwareDistribution, as
sometimes you do not realize there has been a failed update in the
release channel. This happened on my tablet, and there was over 100000
file that had to be deleted.
