probably not. I'd say it's from the following:

a) "the children" are running the show now, i.e. experienced and
knowledgeable people have cashed in and gotten out of the game.

b) the project management does "feel" instead of "think" and STOPPED!
SERVING! THE! CUSTOMER! NEEDS!, instead focusing on their OWN "take over
the world" mentality. Hence, you get SPYWARE and ADWARE injected into
an OPERATNIG SYSTEM, along with FORCED UPDATES and a 'start thing' that
basically SUCKS. And a 2D FLATTY McFLATFACE FLATSO appearance, basically
IGNORING what the users want. they forgot what sold Windows in the
FIRST place, back in the 90's: It was the 3D Skeuomorphic appearance of
buttons and window decorations in Windows 3.0 that did it! That and
Solitaire.

c) the DOMINANT (probably handful of) devs who actually _LIKE_ things
such as the 2D FLATTY McFLATFACE FLATSO FLUGLY UI (aka "the Metro"),
'Settings' instead of control panel, the spyware, the adware, yotta
yotta, THESE people get their egos stroked by a large number of fanboi
sycophants brown-nosing them and saying how THEY love it all, too...
unrealistically skewing any user survey in favor of whatever CRAP
they've excreted from Redmond.

d) use of INSIDERS as "the QA staff" (after having laid off or fired
whatever testing and QA staff they had before).

e) the over-reliance on "Moore's Law" to justify excreting BLOATWARE and
CRAP in place of quality, efficient software

f) the mistaken concept that things like ".Net" "UWP" (and so on)
actually MAKE APPLICATIONS BETTER, when in fact they make them WORSE as
far as performance and UI appearance are concerned.

g) Microsoft is, unfortunately, a MONOPOLY in that a DISPROPORTIONATE
number of people are "locked in" to their platform, and a
DISPROPORTIONATE number of PCs are shipped ONLY WITH WINDOWS 10 on it,
giving NO CHOICE to the end user.


It has NOTHING to do with the country where development work is
performed. Although it may be likely that in India they're more likely
to "throw bodies at a problem" because employees are relatively cheap
there, if the project is properly MANAGED on both ends, this won't
create bloated or inferior products on its own.

What is unspoken in the OPs posting, is the usage of
"H1B visa laborers" to write software. Whether by flying people
from other countries to Redmond to write software. Or in the
case of Microsoft, their *regional labs* which work on
various specialty topics. These have been termed "Research Labs",
but the software from them, the concepts, are regularly imported
into Windows 10. You would be surprised (as would I), at how
many countries have Microsoft regional labs.

If the visa situation is such, that the desired head count
cannot be imported into the country, they're placed in
a regional lab and work there instead. They telecommute,
or fly in every once in a while for a meeting with who
ever commissioned the software project. Whether there are
visas for them or not, really doesn't matter.

So "Indian programmers" is a code word for "H1B Visa hiring".
As if that's the only way to acquire global talent.

DOS is definitely an American product. I think Windows 3.1 was also made
in USA. Not so sure about the later Window$ as companies started to
outsource their programming work.
