Default No access to settings for dial-up connection

Guys:
I am running windows xp pro".
The problem i have is that, whenever i try to get into
the properties for my dial-up connection" i get no
responce from that command also, if i double click on
the Change settings for this connection" i get no
responce either! oh and by the way,the dial-up icon has
a black check mark on it and while i am connected to the
net it showes disconnected!

What can i do to fix this problem?
