There are some random suggestions here, for the traditional
("we're proud of it") refresh bugs.

http://www.itworld.com/windows/25922...doesnt-refresh

Note that Shell Extensions and Nirsoft's "ShellExView" get mentioned.
So it's possible for the user to have caused this, by something
they installed as a right-click Context Menu entry.

Do, or did you have Chrome installed? It appears a Chrome update, (circa mid
April, 2013), is responsible. Here are two fixes.

If for some reason the zip file does not work for you, see the "Answer" by

1: Removing Chrome does not fix this unless you do a system restore prior to
the April update first. The damage was done.

2: Never, ever use a registry cleaner. They do more harm than good.

3: Did you try either or both of the fixes I provided? They have worked for
literally hundreds of posters in the Microsoft Community forums.

"So it seems that Registry junk is a Windows fact of life and that

Seems to support the use of registry cleaners.

Both.

Microsoft support policy for the use of registry cleaning utilities
http://support.microsoft.com/kb/2563254

"Some products such as registry cleaning utilities suggest that the
registry needs regular maintenance or cleaning. However, serious issues
can occur when you modify the registry incorrectly using these types of
utilities. These issues might require users to reinstall the operating
system due to instability. Microsoft cannot guarantee that these
problems can be solved without a reinstallation of the Operating System
as the extent of the changes made by registry cleaning utilities varies
from application to application."

So basically they don't say don't use them, just that you're on your own
if doing so breaks Windows.

Then under "MORE INFORMATION": more of the same ("does not support the
use", "not responsible for issues cause by", etc.): "We strongly
recommend that you only change values in the registry that you
understand or have been instructed to change by a source you trust, and
that you back up the registry before making any changes." So they don't
actually say don't, but they place the onus on you to make sure you know
what you're doing. (With the tendency of most installers to create keys
etc. consisting of long strings of hex., I'd defy most even savvy users
to know what all the changes a cleaner suggests actually mean.)

Registry Junk: A Windows Fact of Life
http://blogs.technet.com/markrussino...2/registry-jun
k-a-windows-fact-of-life.aspx

which ends: "So it seems that Registry junk is a Windows fact of life
and that Registry cleaners will continue to have a place in the
anal-sysadmin’s tool chest, at least until we’re all running .NET
applications that store their per-user settings in XML files – and
then of course we’ll need XML cleaners." Which to me isn't a blanket
rejection of them (even if it does use the nasty phrase "anal-retentive"
- earlier in the article he says "I figured it was natural for a
Registry cleaner to be an essential part of running a tight ship for the
anal retentive systems administrator.", so he's not totally against, and
may even consider himself to be a-r).

Have XML cleaners appeared yet?

[Personally I preferred the .ini - or similar - method of storing
settings, especially for single-user computers, but I guess that's a
lost cause now.]

I don't know why. See this method by Jessen P.
http://answers.microsoft.com/en-us/w...c-bca27893f2c4

If that doesn't work, a reinstall is the only other solution I can think of.
