Default "Access is denied" hardware error

I recently had Windows stop, it reset and the chkdsk on boot find corrupted
"lsasrv.dll" and "umpnpmgr.dll" files. I fixed that problem after 4 hours
and a reinstall. Well, I have a Hauppauge WinTV card and it uses an audio
and video component drivers in the Sound, Video and Game Controllers
category. The audio component is installed and fine, but the video
component is not working. I tell it to use the same video drivers as the
audio drivers and it says at the end

"There was a problem installing this hardwa
Multimedia Video Controller
An error occurred during the installation of the device
Access is denied."

Now, I am trying to install using the only Administrator account on this PC.
It doesn't make sense because the audio component did reinstall using the
same drivers and everything. Any help appreciated, thanks, Nathan.
